A Fire Life Safety Director, also known as an FLSD, plays a key role in building safety, fire prevention, emergency response coordination, and evacuation readiness. FDNY lists F-89 as the Fire and Life Safety Director Certificate of Fitness and notes that the F-89 Certificate replaced the older F-59 FS/EAP Director Certificate of Fitness. The certificate is issued for a specific person and a specific place.

Security USA® can provide FLSD coverage for office towers, hotels, mixed-use buildings, residential high-rises, corporate facilities, and other properties where professional fire and life safety oversight is required.

FDNY describes T-89 Temporary Fire Life Safety Director coverage as required in hotels or commercial buildings that have a Fire Safety and Evacuation Plan but are not currently required to file a Comprehensive Fire Safety and Emergency Action Plan.

F-89 and T-89 Fire Life Safety Director Coverage

Security USA® can support properties that require Fire Life Safety Director staffing connected to F-89 or T-89 coverage needs. These roles are different from general fire guards because they involve broader fire and life safety coordination, emergency planning, occupant communication, and building-specific response procedures.

F-89 Fire and Life Safety Director: F-89 is the FDNY Certificate of Fitness for Fire and Life Safety Director. It applies to a specific person and specific place and is connected to buildings with more comprehensive fire and emergency planning requirements.
T-89 Temporary Fire Life Safety Director: T-89 is the Temporary Fire Life Safety Director certificate category. FDNY states that a Temporary Fire Life Safety Director is required in any hotel or commercial building that has a Fire Safety and Evacuation Plan but is not currently required to file a Comprehensive Fire Safety and Emergency Action Plan.
Fire Command Center Operations: FLSD personnel may monitor and coordinate activity from the Fire Command Center or designated life safety location, depending on the building’s systems and procedures.
